Next to the Paragon Rewards there will be a vertical meter (it looks like a thermometer) with a large number of notches. There will be two types of notches small and large. Small notches simply award an existing Veteran Reward badge, while Large notches symbolize unlocking a new set of permissions and a Veteran badge. These badges are given out in the order in which they were intended to be distributed originally plus 1 additional new badge at the bottom. Each time the player acquires a Paragon Reward Token, the user's Reward Meter will move up a single notch.

The Paragon Rewards Program was introduced to take over from the Veteran Rewards Program. Instead of granting a specific reward every three months, it allows a player to choose which reward they want out of a tier-restricted "tree" of rewards by spending Reward Tokens.

The Paragon Rewards Program includes powers, costume pieces, base items and other additional gameplay perks. It also allows Premium Players to access to game features otherwise restricted to VIP subscribers or purchases on the Paragon Market. Content and features unlocked via Paragon Rewards stay unlocked for that account, regardless of subscription status, except for Reward Level 9 VIP rewards.

Paragon Rewards Meter

Next to the Paragon Rewards there will be a vertical meter (it looks like a thermometer) with a large number of notches. There will be two types of notches small and large. Small notches simply award an existing Veteran Reward badge, while Large notches symbolize unlocking a new set of permissions and a Veteran badge. These badges are given out in the order in which they were intended to be distributed originally plus 1 additional new badge at the bottom. Each time the player acquires a Paragon Reward Token, the user's Reward Meter will move up a single notch.

The player can mouse over each notch to see which badges and permissions will be unlocked when they achieve that level of notches. A small arrow will appear and point to the notch and coming from the arrow will be the tool tip with this information. These arrows will snap to the notches on the meter. Additionally, we will be updating the meter along the right hand side of this interface to represent Paragon Reward Tokens earned versus spent, earned will be shown by the yellow meter and will drive which permissions and badges are earned prior to Tier 9, the red will indicate how many tokens have been spent prior to Tier 9.

Converting from Veteran Rewards Program

NOTE: All rewards already unlocked with the original Veteran Rewards Program will be automatically selected by the Paragon Rewards Program, even if the reward has been moved beyond the tier an account is able to access.

For a veteran from before City of Heroes Freedom launch, you can simply add up your veteran rewards badges, add one additional token for every complete year subscribed (every four badges), plus one for having an account, and plus one token if a retail code has been applied to your account (ONE TOKEN TOTAL, not one per retail code). To clarify the previous statement, players who started with a Buddy Code from Valentine's Day 2006 theoretically can have never applied a retail code, and still have a valid account. Additionally, after Freedom launches, retail codes are no longer required to play the game. For other ways to earn tokens, see Reward Token Acquisition.

You can find the number of tokens you are entitled to by finding your highest veteran reward on the following table, add one for having an account, then add one if your account has a retail code.

Owning (but not necessarily slotting) the number of tokens to complete a tier opens that tier's rewards permissions.

Rewards Levels

Levels are composed of one to seven reward slots, which include previous Veteran Rewards Program items and new items. It also includes a set of VIP rewards at that are restricted to VIP subscribers who have earned Reward Level 9 (Players who choose a T9 VIP award and later drop to Premium keep the unlocked item(s)). Players can choose rewards in any order they wish within a Reward Level. In order to advance to the next level of rewards, a player's current Reward Level must be completely slotted.

In order to get the Tier Bonus, a player needs only own that many Reward Tokens. The tokens do not have to be used in order to count for a Tier Bonus. For example, simply by earning eight Reward Tokens, a player will unlock the Tier 4 Bonus rewards, even if only one of those tokens has been slotted into a reward.

Reward Level 9 VIP

All Tier 9 VIP rewards are available exclusively for VIP subscribers who own at least 34 Reward Tokens. Tier 9 VIP rewards can be selected without having selected any of the standard Tier 9 rewards. A VIP Player can fill Tier 8 and immediately begin selecting Tier 9 VIP rewards.

Super Packs

  • Each time a reward token is placed in this slot it grants the following character item certificates: 5 certificates, each redeemable for one Super Pack: Heroes and Villains. This reward is repeatable.

Fire and Ice Costume Pieces

Fire and Ice Set Pack I
  • Placing a reward token in this slot grants the following Fire costume pieces automatically to all characters: Face, Chest, Gloves, Pants, Boots, Hat, and Shoulder pieces.
Fire and Ice Set Pack II
  • Placing a reward token in this slot grants the following Ice costume pieces automatically to all characters: Face, Chest, Gloves, Pants, Boots, Hat, and Shoulder pieces.
Fire and Ice Set Pack III
  • Placing a reward token in this slot grants the following automatically to all characters: Fire and Ice Belt, Phoenix Wings, Caldera and Crystal Back Details, Fire and Ice Arms, Fire and Ice Sword and mace, Phoenix Tail, Waterfall single and double capes.

Mecha Armor Costume Pieces

Mecha Armor Set Pack I
  • Placing a reward token in this slot grants the following automatically to all characters: Helmet, Chest, Gloves, Legs, Belt, Boots
Mecha Armor Set Pack II
  • Placing a reward token in this slot grants the following automatically to all characters: Chest Detail 1, Chest Detail 2, Shoulders, Earguards, Antennae, Headguard, Mouthguards

  • The Veteran Rewards Program was deprecated with Issue 21, replaced by the Paragon Rewards Program.
  • The Paragon Rewards Program launched with the ability to join supergroups requiring Tier 2, but Issue 23 removed the restriction. A VIP subscription is still required to create supergroups and all other activities that require access to the Super Group Registrar.

Tier 9 VIP Rotation

  • The Tier 9 VIP packs are on a rotation availability; two rewards are available at a time, with the oldest reward replaced and available at some ambiguous later date via an unknown method.

Celestial Costume Pieces

Celestial Packs I, II and III were available from 09/13/11 (Issue 21) until 06/05/12 (soon after Issue 23). Celestial was removed from the UI on 05/31/12, but was available via /petition until 06/05/12.

  • Placing a reward token in this slot granted the following automatically to all characters: Head and Upper Body Celestial costume pieces
Celestial Set Pack II
  • Placing a reward token in this slot granted the following automatically to all characters: Lower Body and Back Celestial costume pieces
Celestial Set Pack III
  • Placing a reward token in this slot granted the following automatically to all characters: Wings, Aura, and Weapon Celestial costume pieces

Fire & Ice Costume Pieces

Fire & Ice Packs I, II, and III were introduced on 01/10/12 (Issue 21.5).

Mecha Armor Costume Pieces

Mecha Armor Packs I, II, and III were introduced on 05/31/12 (Issue 23).
