Overview
SERAPH is the Scientific Experimentation Research and Application to Paranormal Humans, a division of the Paragon City government that researches and investigates scientific issues. It is one of five organizations that formerly served as the initial contact point for new heroes. The office in Atlas Park is led by Jonathan St. John Smythe, a scientist whose inventions have been a great help to Paragon City. The office in Galaxy City was led by Rebecca Brinell, a brilliant young research scientist. After the destruction of that zone in Issue 21, Rebecca was "rescued" and relocated to Atlas Park office.
