Jenny Firkins is an environmentally conscious scientist who has a personal stake in bringing down the Devouring Earth and Crey. She is very dedicated to her work with science heroes and has access to Invention and Genetic Alteration Enhancements.

Jenny cares very much about Paragon City, Character. I think you will find working with her a pleasure.

You might want to go introduce yourself to Lou Pasterelli. His politics are more than a little radical and he's had some run-ins with the authorities, but he can be a great help against the Devouring Earth and Crey. He works primarily with science heroes and has access to Invention and Genetic Alteration Enhancements.

Lou is a firebrand, but he knows how to get things done!

Lorenzo Tate is not your typical arms dealer. He's not flashy, dangerous, or mysterious. In fact, he's most often described as a nerd, albeit a nerd with an encyclopedic knowledge of firearms and experimental weapons technology. Lorenzo admits he's in it for the money, but he also loves the technology, and he's always hard at work crafting improvements to his merchandise, as well as his own specialized line of weapons. His clients are mostly heroes and private security personnel. Since Paragon City instituted its Security Level system to regulate private ownership of military grade weaponry, business has been booming.

Will of the Earth Sample

You've kept this sealed sample of the Devouring Earth's strange mutagen, the Will of the Earth. It's a reminder of the adventure you've come to think of as:

An Unnatural Order

It began when your contact sent you to investigate a Devouring Earth raid. After stopping the destruction, you learned that the creatures were after some biotechnology equipment. So it came as no surprise when your contact sent you to protect Lomad Labs, a biotechnology firm, from the creatures. However, you were appalled to learn that, in addition to equipment, the Devouring Earth was making off with Lomad's scientists.

You hastened after the kidnapped scientists and managed to rescue many of them. One of the hostages informed you that the Devouring Earth had also abducted several mystics from the area. Your contact sent you to a nearby Council base to seek clues to the location of these missing magicians. A Council file tipped you off to the Devouring Earth's base location, and you saved the missing mystics. However, you learned of two more hostages the Devouring Earth still held in its clutches.

You set off at once to rescue Professor August P. Lovelethe and Dr. Achilles Theron. Although you saved the professor, you learned that Dr. Theron might not want to be rescued. Indeed, it seemed he was in league with the Devouring Earth!

The doctor planned to help the Devouring Earth release a terrible mutagen into the city's water system. You prevented this vile plan, and recovered a sample of the mutagen, the Will of the Earth. It was strange stuff, this mutagen. You could hear a mental voice emanating from it. By listening to this voice, you were able to track down the last remnants of the mutagen. In doing so, you came face to face with the treacherous Dr. Theron. You defeated the doctor, now a hideous Devouring Earth creature, and recovered the Will of the Earth.

Briefing

I have something that needs your attention. Devouring Earth creatures have been spotted massing in a warehouse. They're trashing the place, but I don't think that's the sum of their plan. There's a good chance that their masters are planning some kind of raid and are using the place as a rally point. If you can defeat the Devouring Earth before they can mount a full attack, we could save a lot of people and property.

This time they've struck one of the company's lab facilities. They're tearing the place apart and kidnapping scientists. You've got to stop the Devouring Earth attack!

Mission Acceptance

The Devouring Earth hate technology and everything man made, so it's no surprise that they'd stage an attack on a biotech company. But they must have something against Lomad Labs. After all, they were destroying Lomad's shipments when you fought them in that warehouse.

We need some way to locate her and any more kidnapped people before it's too late.

Briefing

It seems those scientists you rescued were right: the Devouring Earth have kidnapped a lot more people than we had guessed. I've been able to link several missing persons cases to recent Devouring Earth raids. They've been taking mystics from all over the area. Right now, our best chance at finding them is to get information on their movements from some of their enemies. One of the scientists you rescued in the caves mentioned an attack by the Council. There's probably a Council base near those caves. I need you to go to that base and see if they have any information about where the Devouring Earth are taking the kidnapped people.

Whatever the Devouring Earth is up to, it's big. Some of the kidnapped were from cities normally outside their range. Let's just hope that the Council's habit of careful record keeping work for us this time.

That information you recovered pinpoints the last known location of the mystics the Devouring Earth kidnapped. However, it looks like there may be one more person to look for. I just got a call from Lomad Labs. Seems one of their researchers, a Dr. Theron, disappeared from his home last night. They must have grabbed him after you rescued those other Lomad techs. I need you to rescue the hostages from the Devouring Earth. You're the best chance they've got.

Dr. Theron's journal
After reading a few entries from this tattered journal, you can feel Dr. Theron's growing disgust with humanity and society. In the latter half of the book, there are vague references to meetings with the 'New ones.' The last few entries deal with Dr. Theron's growing desire to help his new friends, and perhaps even become one of them. As he puts it:

'To leave this sickening species behind me and be reborn in the biological crucible of the Hamidon. To shed my old flesh and live forever as part of a new ecology. To join myself, body and soul, with the Devouring Earth! How I long for that day!'

When you rescued Professor Lovelethe, he told you:

'I have failed. I am sorry, but I have failed this city and its people. The Devouring Earth wanted Dr. Theron and me to help them make something they called the Will of the Earth. This canister contains a sample of a glowing violet bacteria, the living mutagen called the Will of the Earth. When you hold the sealed canister, you sense a faint presence in your mind, as if the substance is speaking telepathically. A million tiny mental voices unite into a single chorus of thought, but it's not talking to itself. You sense that it's communicating with another colony of Will of the Earth some distance away.

Holding this Devouring Earth mutagen is the strangest experience. I swear, I can hear its voice chattering away inside my head! It seems to be talking to a larger colony of mutagenic bacteria. If there's a larger colony, then this still isn't over.

An Unnatural Order Finale

Briefing

Okay. You've already gone beyond the call of duty to destroy this Devouring Earth mutagen, the Will of the Earth. But it looks like there's more of this stuff out there, and the Devouring Earth might be getting ready to unleash it on the populace. You need to destroy the Will of the Earth, once and for all. Thankfully, this sample of the mutagen seems to have some sort of telepathic connection to the rest. It should lead you in the right direction.

Debriefing

You did it. You stopped the Devouring Earth from releasing their mutagen! I can't even imagine what might have happened if you hadn't been there, but congrats. You did a bang up job. I'll make sure that all of the Will of the Earth you recovered gets to the proper labs. Maybe one day, we'll find a way to reverse the changes it can cause.

This has taught us a lot about the Devouring Earth that we didn't know before. Until now, everyone always thought the leaders of the Devouring Earth were people who were producing monsters. But Dr. Theron's transformation seems to indicate that any person who was once a member is now a monster himself! I wonder what this leader of theirs is like, this strange Hamidon. But I guess that's a worry for later.

Briefing

You heard that Congressman Bill Marlowe is visiting the city, right? He's meeting with the City Council, trying to start a program to encourage pro-hero initiatives nationwide. Well, I just learned that a swarm of Devouring Earth monsters is after him! One of his staffers called. The Devouring Earth just attacked their headquarters; the congressman and his aids escaped, but they're still in danger. Someone's got to save those people from the Devouring Earth.

Mission Acceptance

All right, the Congressman and his aides escaped the first attack, but now they're out on the streets. An emergency force field will keep the rest of the city safe, but it won't do much for Marlowe's staff; they're trapped inside. You've got to get them out of there!

Ah, Character! Jolly good to see you. Let me see those cybernetic controls.

Well, these are definitely Council devices. They seem to be part of an electro-chemical control network. It would require a good deal of surgery to install. I have a theory, but I'm afraid it's rather, well, disturbing.

I think the Council may be trying to subvert these creatures and use them to do their dirty work. They're turning them into remote control monsters! But now that we know about it, we should be able to intercept the control signals and pinpoint their point of origin. And look here: we've already got a good lead. I need you to go to this location and shut this Council project down for good.

This data details the Council's plan to control the Devouring Earth creatures by using cybernetic implants linked directly into the creatures' primitive nervous systems. There are several notes stating that the Devouring Earth's creatures do not seem to operate entirely according to biological principles. The report proposes that the creatures' resistance might be due to some sort of supernatural bond with the Earth.

Terra Volta briefing
When Oswald Price built the first electrical power plant in Paragon City, he placed it on a verdant, underdeveloped island in the middle of the city's port. Drawing on his classical education, he named the island 'Terra Volta'. Oswald's island soon blossomed with industry, as manufacturing companies sought the proximity of the port and power plant. The plant eventually gave way to a modern nuclear facility, but Terra Volta remains the city's primary power source. Unfortunately, it has not remained industrious. Many companies abandoned their factories during the Rikti War, fearing an attack on the plant. As a result, several villain groups now make their home on the island. The nuclear power plant remains under the city's control, but no one knows how long it will stay that way.

I have a situation with the Devouring Earth. Their creatures have been spotted in a warehouse, and eyewitnesses say they have hostages. The Devouring Earth rarely let humans live, or at least, rarely let them continue to live as humans. I need you to save those hostages and find out what the Devouring Earth are up to. Workers in Terra Volta have been reporting lots of Lost activity lately. I don't know what they're up to in there, but when their numbers get high, they can be a major threat. I'd like you to go to Terra Volta and combat the Lost skulking there. Can you handle it?

A lot of major power conduits go through Terra Volta, Hero. If those are damaged by the actions of the Lost, it could put the city in major danger.

Briefing

The Lost have struck again. This time they're raiding a Crey Industries laboratory. There are a lot of people in danger, and if Crey's own security forces get there before the situation is under control, it could erupt into chaos. Can you stop this Lost attack?

If you can defeat all of the Lost, great. If you can get the researchers out and take down the boss, then Crey security can probably handle the rest. Either way will win this one.

The orders from them to steal this stuff come from somewhere else, and from the looks of things they've sent a great deal ahead to whoever asked for it. There are no clues, however, to the stolen goods' final destination.

I can't believe it! A Rikti trooper giving orders to the Lost? The ramifications of all of this are astounding. How long have the Lost been working with the Rikti? Or maybe the Lost have just been a front for the Rikti all along. I don't know what frightens me more. You may have done everyone a major favor by uncovering this, Hero. I just hope you put a stop to whatever they were planning.

The Devouring Earth are of the most dangerous threats the city faces right now, and without heroes fighting them at every turn they could wreak unimaginable damage and destruction. Heroes such as yourself need to keep the pressure on them by defeating the Devouring Earth's minions at every turn.

The Devouring Earth are trying to extend their reach into several areas. Fighting them anywhere they appear would help. If you're looking for a place to go, I'd recomend that you look in Terra Volta and Talos Island

Briefing

This really worries me. The Lost have been scavenging around the Terra Volta reactor itself, and fighting other villains. The workers in the reactor complex are very worried that the Lost might cause some damage to the reactor itself, and they're asking for heroes to fight Lost scavengers in the area. Can you travel to Terra Volta and show the Lost that they're not welcome in that area?

The Lost could cause a lot of damage in their search for things to scavenge. If that's even what they're doing.
