Abnormal Psychiatrist

Dr. Trevor Seaborn is one of Paragon City's many doctors to specialize in abnormal psychiatry. With such a large population of criminals with severe pathologies, there is always work to be done. Dr. Seaborn focuses his research on trying to understand the criminal mind, and he often works with police to create profiles of wanted criminals. He also has a good working relationship with many of the city's heroes, offering them advice about how to better confront the insane villains who threaten Paragon City every day.

I have grave concerns with what the Hellions are up to. They seem to be consorting with the Outcasts on a more regular basis. Perhaps you should go 'talk' to some of the weaker Hellions and see if they can give anything up on their connections to the Outcasts.

If I were you I'd start in Galaxy City or Perez Park. Most likely they won't roll over on the Outcasts easily.

The defeated Hellion told you that the Outcasts were interested in buying whatever artifacts the Hellions could come up with, and would give some of the more powerful Hellions relics they could use to manifest powers. This Hellion thought that there was a gang even higher up the chain from the Outcasts who were really pulling the strings though.

Debriefing

Good job, Character. I'd be interested in finding out who the Outcasts are reporting to as well, but that will have to wait for another day I think.

Clear the Hellions out of Black Ice

Briefing

There is a popular new metaclub called Black Ice in a warehouse in Kings Row. Lately, the Hellions have caused a number of brawls there. I need you to clear the Hellions out of Black Ice.

Defeat Circle of Thorns to get one of their ancient weapons

Briefing

I have some friends who collect ancient weapons. When they found out that I worked with Character they were quite impressed. They follow your exploits on the night news. They asked me to ask you a favor. They have seen the Circle of Thorns wield some very interesting weapons, and were wondering if you could procure one for their collection?

Mission Acceptance

Rooftops in Kings Row, or inside the woods in Perez Park are your most likely places to find Circle of Thorns activity.

I told them you were working on getting a Circle weapon for them, and they were very happy. You can't let them down.

After defeating ten Circle of Thorns members, it becomes obvious that they have recovery magicks on their weapons. They teleport away upon their owner's defeat.

That's too bad about those weapons, but it does seem odd that they would have magics on them to recover them. Perhaps they are in very limited supply?
