Atlas Park—named after the World War II hero Atlas who stopped the Nazi invasion of Paragon City at the cost of his own life—is the civic center of the city. At the center of the zone, amidst carefully cultivated gardens, sits City Hall where the famed hero trainer Miss Liberty is based. Novice heroes arriving here will find a contact within City Hall who will be able to set them up with some missions. These will most likely involve the Hellions who are Atlas Park's main criminal nusiance, albeit mainly of a petty nature. Also menacing the citizens are the Clockwork who spend much of their time stealing any metal they can. Atlas Park has a PTA Yellow Line monorail station and the Chiron Medical Center located near each other on The Promenade.

Exploration Badge Locations
The following exploration badges can be found in Atlas Park:
- Undefeated badge
- Go to the train station. Instead of taking the ramp up to the train, though, turn left (north) and walk past the pool. You will come to the top of a wall which leads to a road below. Jump down to the road, and go straight, towards the tunnel to Steel Canyon. On top of the last building on the right before you reach the tunnel, just under the right side of the billboard, is the badge marker. There is a fire escape that non-airborne heroes can use to get on the roof.

- Hero Corps Insider badge
- The badge marker is just in front of Henry Peter Wong, the Hero Corps representative. To get to him, go around to the back of City Hall. Henry is located about 55 yards to the left (west) of the Community Information terminal.

- Patriot badge
- Enter City Hall. In the main rotunda, go look at the statue located to the left of the super group registration desk.

- Top Dog badge
- The badge marker is located at the apex of the globe that the Atlas statue just in front of City Hall is holding. This badge is inaccessible to non-airborne heroes without teleporting.

- The badge marker is located at the base of the flagpole on top of City Hall. This badge is inaccessible to non-airborne heroes without teleporting.
