There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.
Fareed is very kind and courteous.
There's a great young historian you should talk to named Wyatt Anderson. He's an expert on the history of all things super-powered, and he can be a big help to new heroes like you. He's especially interested in taking down the Clockwork and the Trolls. Wyatt's research has him in Steel Canyon these days.
Wyatt has a wealth of information.
There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.
You will be helping a great man, Character.
You should meet Tom Bowden. He's an NSA agent recently assigned to Paragon City. His first assignment is trying to crack the Clockwork puzzle, but he also has a chip on his shoulder for the Lost. Tom's government connections have him in Steel Canyon these days.
Tom is very focused, and knows what he is doing.
Have you ever met Vitaly Cherenko, the mystic healer? He's a walking hospital, only he uses magic instead of bandages. You should talk to him and see if you can help each other defeat the Tsoo and the Circle of Thorns. Vitaly can usually be found in Skyway City.
Many people don't understand the work Vitaly is doing, but that doesn't mean it's not important.
Did you ever see that weekly paper, the Asian Paragon? Well, its publisher, Olivia Chung, is a great woman. She knows all about what's going on in the immigrant community and has helped more than one hero sort out a jam involving the Vahzilok or the Outcasts. Olivia has her offices in Steel Canyon.
You won't meet many people as good-hearted as Olivia.
I know a courier named Guy Denson who would like to meet you. He runs all over town delivering important packages, and he's helped lots of heroes with the Clockwork and the Lost. Guy's routes have him in Steel Canyon now.
Guy will steer you to the heart of trouble.
Dr. Ann-Marie Engles is a real expert in the field of cybernetics. She is fascinated with the technical aspect of the Vahzilok and the social impact of the Outcasts. Dr. Engles has set up shop in Skyway City.
You'll learn a lot from Dr. Engles; she's always happy to lend heroes a hand.
Mark Freeman is a mutant with the ability to communicate with machines. He has been focusing his attention on the Clockwork activity lately, altough he's also interested in the mysterious Lost. Mark makes his home in Skyway City.
Mark can be a little brusque, but he has a connection that no one else can possibly match.
Agent Pavel Garnier from the FBI asked me to send you to him. He thinks you could help him with some of his cases involving the Vahzilok and the Outcasts. Pavel is currently looking into something in Skyway City.
A positive connection with the FBI is a very good thing to have.
Maggie Greene is a class act and a good reporter. She'll do good by you. Her investigations have led her to focus on the Clockwork and the Trolls. Maggie files her reports in Skyway City.
Maggie has better instincts than almost anyone I know. Listen to her and you will have plenty of action.
You'd never guess it to look at her, but the sculptor Virginia Hoffman really knows a lot about what's going on in this town, especially with the Tsoo and the Circle of Thorns. You should talk to her. Ms. Hoffman lives in Steel Canyon these days.
Virginia is very eccentric, but she has a good heart and is really interested in doing the right thing.

Did you ever hear of the Red Tiger? He retired right after the war, and now he's just Jake Montoya. He may not wear a costume anymore, but he can sure help those who do, especially with information on the Clockwork and the Trolls. Jake has retired to Skyway City.
Jake has his eye out for new blood to take up the mantle of heroism.
Have you ever read Juliana Nehring's column? She's an Internet reporter who specializes in super-powered villains. She's always looking for new sources to help her investigate the latest Vahzilok and Outcast activities. Juliana files her stories in Skyway City.
Juliana is tough as nails and is willing to do whatever it takes to get a story.
Do you have any contacts with Hero Corps yet? Even if you do, you should really talk to Colleen Saramago. I think she'd be happy to give you some assignments dealing with the Clockwork and the Trolls. Hero Corps has stationed Colleen in Steel Canyon.
Hero Corps has a very good information network.
Level 20-24
I'd like you to meet Oswald Cuthbert. He's a probation officer and thus has a lot of contact with the sordid side of Paragon City. He often uses heroes like you to help him out with the Sky Raiders and the Council. Oswald can get you Training Enhancements.
Good choice, Character, and good hunting
Wil Eziquerra is an excellent reporter who specialized in stories on the Sky Raiders and the Council. His sources usually keep him stocked up with Training Enhancements.
Wil is going to be a great resource for you, Character.
I've been asked to introduce you to Lt. Gosford from the Paragon City Police Department. He runs a special unit that is focused on bringing down the Sky Raiders and the Council. Gosford's connections within the department give him access to Training Enhancements.
Gosford is used to working with heroes. You will get along fine.
My friend Justin Greene has asked to see you. He's a coordinator for his local community watch group. He used to be a hero, so he knows how to help you clean up groups like the Sky Raiders and the Council. Justin has access to Training Enhancements.
I think Justin will like you a great deal, Character.
Detective Rondel Jackson is a great guy to talk to if you want the police perspective on groups like the Sky Raiders and the Council. He's also the one to talk to if you need Training Enhancements.

I think you should talk to John Strobel from the Citizen Defense Coalition. It's a group of ex-military and law enforcement officers that helps heroes like you from time to time. Right now their attention is focused on the Sky Raiders and the Council. John has a few sources that can get him Training Enhancements.
John is very patriotic and somewhat idealistic, but he's got a keen eye for trouble.

Police Detective
Paragon City is not known for attracting the best police officers in the world. With so many super-powered heroes breaking cases, it's tough for a good cop to make a real impression. Detective Karen Parker is an exception. She's got a first-rate investigative mind and has broken a number of high profile cases that even the best heroes couldn't solve. Prior to Introduction
I'm kind of busy here. I think Active Contact may need you.

Be introduced to Jim Temblor
Briefing
Have you been to Faultline lately, Character? The City's finally begun to rebuild the place! The Circle of Thorns have moved out, and the villain populations are down. Parts of it are almost as safe as any other part of the city. But there's still a lot of trouble out there. In fact, I recently heard about a young man by the name of Jim Temblor who's having some trouble, and could use some help.
Mission Acceptance
Jim Temblor's problems mirror some of the trouble affecting Faultline as a whole. There's a lot of promise, if it doesn't get crushed beneath the weight of the past.
Oh, and take this briefing on the zone, too. It will get you up to speed on the area.
Unnecessary Solicitation
I'm sure Mr. Temblor will be pleased to meet a Hero like you.
You take the briefing on Faultline.
Faultline briefing | |
Overbrook was built on top of one of the may tributaries leading into the small lake outside of town. Eventually, the city dammed the lake, turning it into the reservoir. Overbrook became a beautiful place, with waterfront property and gleaming skyscrapers. But this was not to last. Right after the war, the arch-villain Faultline tried to blackmail the city with his earthquake devices. A few novice heroes tried to stop him, but failed. The villain set off his machinery and leveled Overbrook. No one has heard from Faultline since, and the area adopted his name until this day. A lot of villains have crawled out of the woodwork to claim the ruins of this zone.
Recently, the city's begun to rebuild the zone. It won't be easy, and the criminal elements aren't leaving. They found out that many of the pre-war supergroups had their bases there, and are now trying to scavenge the ruins. While Longbow has set up near the dam, and the PPD have done their best to keep the rebuilt neighborhood of New Overbrook safe, every hero who can patrol the area is a big help to the reconstruction effort. Faultline isn't quite the trial zone anymore, but it's not a safe place. |
Mission Objective(s)
- Meet Jim Temblor
Speak with Longbow Liaison for Bloody Bay
Briefing
I'm sure you've heard about what's going on in Bloody Bay. Longbow is recruiting heroes there to fight against the villains coming in from the Rogue Isles. Go talk with the Longbow Warzone Liaison for Bloody Bay over in Skyway City.
Mission Acceptance
The Longbow Liaison will give you an appraisal of the situation in Bloody Bay. You can then make the choice whether you want to get involved or not.
Unnecessary Solicitation
Have you met with the Longbow Liaison yet?
Mission Objective(s)
- Speak to Longbow Liaison
Debriefing
Greetings, Character. I'm the Longbow Liaison for the Hero versus Villain PvP zone of Bloody Bay. Bloody Bay is a Player Vs. Player zone. Bloody Bay is VERY dangerous, and if you go there, you almost certainly will be attacked by other players. Do not enter Bloody Bay unless you are willing to engage in Player Vs. Player combat.
If you are interested in entering Bloody Bay, you can get there by climbing up to the rooftop of this building via the fire escape and talking with the helicopter pilot. Once you get to Bloody Bay, you can speak with Warzone Agent Eckman in the Longbow-controlled safe zone. She can provide you with your missions taking place throughout the zone. These missions will allow you to change the course of the battle by providing boosts to Heroes or penalties to Villains. Good luck!
Debriefing
I hope the Longbow Liaison provided you what you need to know about Bloody Bay.
Save the citizens from their Council captors
Briefing
The Council is holding a half dozen influential citizens in an office for ransom. You need to save those citizens from their Council captors. Hurry, before it's too late!
Mission Acceptance
The Council has been known to brainwash abductees into doing its will. You had better get those people out, and quickly.
Unnecessary Solicitation
Get those citizens out of there before the Council gets nasty.
Mission Objective(s)
The windows have been sound-proofed, so that no screams can alert passersby.
- Rescue kidnapped citizens
- 5 hostages remaining

- Assistant District Attorney (Non-Escort Hostage)
- Deputy Mayor (Non-Escort Hostage)
- Philantropist (Non-Escort Hostage)
- City Council member (Non-Escort Hostage)
Debriefing
The people you rescued are extremely grateful, Character. Apparently, the Council employs very sophisticated brainwashing techniques. If you hadn't shown up when you did, those people may have been minions of the Council forever!
Arrest every Council soldier in the warehouse
Briefing
A group of Council agents lead by Boss Name just made a huge strike against a power substation, and now they're on the run. I've received word that they're hiding out in a local warehouse. I need you to arrest every Council soldier in that warehouse. You'll have to do it before they change positions. You only have 1 hour to arrest the Council soldiers.
If Boss Name makes his escape, this mission will be a failure.
Mission Acceptance
Boss Name is a member of the group that was recently consumed by the Council. He's been on Paragon City's most wanted list for a while. Be sure to come back with him in tow.
Unnecessary Solicitation
Find Boss Name before he and his men change locations.

A truck is parked at the loading dock. Looks like the Council is already planning their next move.

You arrested Boss Name and his entire unit.
Enemies
Notable NPCs
- Boss Name (Council Vortex Archon)

You found an escape plan designed for Boss Name!
Council escape plan | |
Boss Name intended to use this escape plan to flee the country. It lists a number of Council safe houses. |
Debriefing
Glad to see I can trust you with rapid response missions, Character. This escape plan you found is incredible! With this information, we should be able to prevent other Council villains from escaping justice!
Take some territory back from the Tsoo
Briefing
The Tsoo are escalating their war against the rest of the gangs of Paragon City. The situation is getting tense, and violence looks imminent. I want you to take some territory back from the Tsoo. We need a buffer zone between them and the rest of Paragon City's gangs.
Mission Acceptance
Those guys at SERAPH created something called a Lethargy Inducer. They'd like you to test it against the Tsoo.
Temporary Power
You will gain the Lethargy Inducer temporary power upon accepting this mission. The power will be lost upon returning to the contact.
Lethargy Inducer Ranged, Foe -Recharge, -Speed This invention can cause a target to feel tired and worn down, reducing the speed of their attacks. The Lethargy Inducer has 20 charges. |
Unnecessary Solicitation
Tensions are still running high, Character. I need you to create a buffer zone between the Tsoo and the other gangs.
Mission Objective(s)
- Decrease Tsoo territory
- Defeat 15 Tsoo
You have taken some territory back from the Tsoo.
Enemies
Debriefing
We have to keep constant pressure on the Tsoo, Character. If we don't, they'll sweep across this city like a wave.
Recover the scroll of the Spirit Dragon from the Tsoo
Briefing
For quite some time the Tsoo have held the Scroll of the Spirit Dragon. I think I've located the base where they're keeping it. Will you recover the scroll of the Spirit Dragon from the Tsoo? If we don't move quickly, the Tsoo may move it to anothe location. You only have 75 minutes to recover the Scroll of the Spirit Dragon.
Mission Acceptance
Crazy Phoenix is the chief guardian of the Scroll of the Spirit Dragon. He is deadly in battle.
Unnecessary Solicitation
We cannot miss this opportunity to get the Scroll of the Spirit Dragon away from the Tsoo.
Mission Objective(s)
You feel as though you're being watched by a powerful and ancient spirit.
- Defeat Crazy Phoenix and his crew (Timed: 75 minutes)
- Recover the Scroll!
You defeated Crazy Phoenix and recovered the Scroll of the Spirit Dragon.
Enemies
Notable NPCs
- Crazy Phoenix (Tsoo Dragon Fly) or (Tsoo Bronze Leopard)
You notice something on the altar.
You have picked up a scroll.
You found the Scroll of the Spirit Dragon!
Scroll of the Spirit Dragon | |
This ancient scroll was written in the blood of a powerful dragon. Anyone possessing the scroll is granted the knowledge of that dragon. |
Debriefing
The Scroll of the Spirit Dragon once belonged to a powerful hero called Flamebreak. She died during the Rikti War, but I'm sure her family will be happy to have the scroll returned. Maybe another hero can now take up the mantle of Flamebreak.
Interrogate a few Council soldiers
Briefing
We've been seeing a lot more Council soldiers on the streets lately. I think they're gearing up for something big, and I need to find out what. Will you interrogate a few Council soldiers? Maybe you can figure out what's behind their sudden increase in numbers.
Mission Acceptance
Boomtown is the best place to look for Council.
Unnecessary Solicitation
We still don't know what is behind the Council's sudden increase in numbers.
Mission Objective(s)
- Question soldiers about plans
- Defeat 15 Council
On one of the Council soldiers, you found a list of targets.
Enemies
List of targets | |
You took this list off a Council soldier. It enumerates several intended targets, including a munitions warehouse, an army base, and an aircraft manufacturer. |
Debriefing
This list of targets you found should allow us to anticipate the Council's attacks. Good work, Character.
Recover some of the Tsoo's tattooing materials
Briefing
I need to know more about the Tsoo tattooing process. I think those designs may have something to do with the Tsoo's strange powers. I've got a lead on a Tsoo tattooing parlor set up in an old office. I want you to get over there and recover some of the Tsoo's tattooing materials. Maybe you and I can get to the bottom of this mystery.
Mission Acceptance
The tattoo parlor is run by a Tsoo called Mad Thunder. If you can arrest him, he may be willing to tell us what we want to know.
Unnecessary Solicitation
I really want to know more about those Tsoo tattoos.
Mission Objective(s)
Spots of the carpet have been stained with the deep greens and blues of the Tsoo tattooing inks.
- Defeat all Tsoo in parlor
- 4 tattooing materials to find
You defeated the Tsoo and recovered some of their tattooing materials.
Tattooing materials | |
You recovered these inks from a Tsoo tattooing parlor. There's a peculiar scent to the inks, as though they've been mixed with blood. |
Enemies
Notable NPCs
- Mad Thunder (Tsoo Iron Hands)
Debriefing
Thanks for getting these tattooing materials, Character. Mad Thunder admitted the inks have magical properties, though he won't tell me exactly how they work. Maybe with MAGI's help, I can learn more.
Stop the Council from training in Boomtown
Briefing
The Council has been running some training exercices in Boomtown. Unfortunately, their method of training seems to involve shelling city property. If Boomtown is ever to be recovered, someone's got to stop the Council from blowing bits of it up. I think that someone is you, Character.
Mission Acceptance
The Council tends to maintain a presence in the Fuze and the Cannonade. Maybe you should start there.
Unnecessary Solicitation
I'm still hearing reports of those destructive Council training sessions in Boomtown.
Mission Objective(s)
- Combat Council in Boomtown
- Defeat 15 Council
You have stopped the Council's destructive training exercises in Boomtown.
Enemies
Debriefing
The Council is getting to be a real thorn in my side, Character. Luckily, I've got you around to keep them in check.
Hit the streets in Boomtown and find a sample of the code
Briefing
I've received word that the Council is pioneering a new cipher in Boomtown, and is maintaining a major cell somewhere in Boomtown. If you could recover a sample of that cipher, it would really help us get a bead on the Council's current plans. I need you to hit the streets in Boomtown and try to recover a sample of that code. Can you do it?
Mission Acceptance
The Council often trains in Primer and the Cannonade. I reccomend you to get to work in those neighborhoods.
Unnecessary Solicitation
I really need a sample of that cipher.
Mission Objective(s)
- Interrogate Council in Boomtown
- Defeat 15 Council
On one of the Council soldiers, you found a sample of their new code.
Enemies
Council Cipher | |
You took these orders off a Council officer you defeated in Boomtown. It is written in the Council's latest cipher, and may just be the key to breaking it. |
Debriefing
Good work, Character! I'll get a cryptologist I know to work on this code right away.
Go to Steel Canyon and stop the Tsoo extortion
Briefing
A lot of businesses in Steel Canyon are having a serious problem with the Tsoo. The gangsters are asking the owners to pay a fee for Tsoo protection, if they don't give in, their shop is smashed to pieces. I want you to get over to Steel Canyon and stop the Tsoo extortion.
Mission Acceptance
The businesses in Gimry Ridge and the Copper District have been hit especially hard.
Unnecessary Solicitation
+++ Missing Information +++
