Detective Martins is a hero contact in the Bronze Way neighborhood of Steel Canyon at coordinates (-4579.6, -802.0, 1212.4). Detective Martins is a Police Band contact. He is located inside the Paragon Police Department.
Martins occasionally moonlights as the Shadow Commando, a hero unlicensed by the FBSA.
He functions as the Safeguard Mission contact as does Detective Rogers.
Martins' name and appearance are a reference to Martin Riggs from Lethal Weapon.

Your reputation in Paragon City has grown. The people have come to respect you and many good citizens are seeking your help. Go see Detective Martins to be introduced to a new Contact.

Level 10-14
I know a private eye named Wes Schnabel who wants to talk to you about the Council. He's always looking for new contacts and good heroes to work with. He usually takes cases in Steel Canyon.
Schnabel is a good, old-fashioned gumshoe.
Level 15-19
There's a technology expert named Fareed Abdullah you should talk to. He's a very interesting guy and knows a great deal about the Clockwork and the Lost. Fareed deals with folks out of Steel Canyon these days.
Fareed is very kind and courteous.
There's a Hmong businessman named Kong Bao who's a real leader in his community. You should talk to him. I'm sure you'd find him quite helpful, especially when it comes to the Tsoo and the Circle of Thorns. Mr. Kong has strong ties to Skyway City.
You will be helping a great man, Character.
Dr. Ann-Marie Engles is a real expert in the field of cybernetics. She is fascinated with the technical aspect of the Vahzilok and the social impact of the Outcasts. Dr. Engles has set up shop in Skyway City.
You'll learn a lot from Dr. Engles; she's always happy to lend heroes a hand.
I know this guy, his name's Cho Ge. He's a little shady. He even used to be a gangster, but these days he's working for the good guys. He knows everything about the Tsoo and the Council. Cho Ge hangs out in Skyway City nowadays.
As long as you watch your step with Cho Ge, you will benefit from his knowledge

Now that you've gotten a Police Radio, you can start scanning Police chatter to hear about the crimes as they're committed in your current zone. You can then act on a report by selecting it from the Police Radio, listed under your Contacts.

Missions
Protect Kings Row bank
While listening for the latest signs of trouble, you hear a call asking for heroes to speak with Contact directly. Something big is happening.
Briefing
A villain from the Rogue Isles has shown up in Kings Row, intent on robbing the bank with an army of Skulls. We need heroes to go to Kings Row and protect the bank from that villain! The robbers have probably made their way to the bank by now, so you should make your way there immediately. You probably have about 5 minutes or less before they make their escape.
This is a Safeguard mission. Once you prevent the heist, you will have 15 minutes to explore the area and potentially earn extra rewards before the P.P.D. lock down the area. You can earn extra time by defeating vandals and completing side missions.
Mission Acceptance
The villain has enlisted the help of the Skulls to do the job. They must be stopped as well. Other villains have heard about the heist, too, and are trying to take advantage of the situation. Most notable, the Clockwork.
Periodically, vandals will arrive to destroy parts of the city. You will see a message when they arrive, and their locations will be displayed in your minimap.
Mission Refusal
What?! I understand, Character. You no doubt have some very important things to do. We'll do our best to stop them, but it doesn't look good.

You run over to Kings Row as fast as you can. While the Skulls are trying to take out the bank vault, the Clockwork are taking advantage of the situation by taking over the streets. You'll have to keep an eye out for the vandals causing mayhem while corralling the Clockwork in the process.

To make matters worse, the Lost are somehow connected to this, and have been swarming into the zone. Paragon City needs her heroes to get over to Skyway City and protect the city and the bank from that villain. The robbers have already struck, so you should head over there quick. You probably have about 5 minutes or less before they make their escape.
