Level 15-19
Jim Temblor lost his father when the villain Faultline destroyed the neighborhood of Overbrook, turning it into the wasteland that still bears Faultline's name. Now that the city's started to rebuild, Jim's returned to find some answers, but word is he's found a lot of trouble with The Lost instead.
Jim can be a bit tough to get to know, but deep down he's a good kid.
Level 25-29
My friend Christine Lansdale is a military consultant who often helps heroes like you deal with the Sky Raiders and the Family. Through her military contacts, she has access to training enhancements.
Christine is efficient and easy to work with. I am sure you will find her a useful contact.
You should go see Collin Larson. He's a cybernetics expert and a real friend to heroes everywhere. He knows a great deal about the Freakshow and the Family. He also has Training Enhancements.
Collin is well suited to work with a hero like you, Character.
Eliza Thorpe from the Missing Persons Bureau has asked to see you. She could really use your help with the Devouring Earth and the Rikti. She needs to know what part they may be playing in the disappearance of Paragon City citizens. She has access to Training Enhancements.
Eliza will work very hard to help you. She is extremely dedicated to returning Paragon City to the hands of the people who live here.

Police Liaison
Detective Frasenbacker is actually a Canadian Mountie who has been working with the Paragon City police force ever since he first came to Paragon City on the trail of the killers of his father and, for reasons which don't need exploring at this juncture, remained, attached as liaison to the Canadian consulate.

I must apologize, Character, but it appears that you've been sent to me in error. I believe that you're really looking for Detective Kowaccio. I'm certain he'll be able to help you.

Much as I understand the deep desire within you to bring the forces of chaos to justice, I must also reprimand you for being over zealous. I would recommend that you return when you have achieved a security level of at least 15.
Initial Contact
Ah, well you must be Character, a fine example of this fair city's citizen-protectors, no doubt. I am Detective Frasenbacker. To answer your next question, yes, I am a member of the Royal Canadian Mounted Police, or a 'Mountie', as you might say. I first came to Paragon City on the trail of the killers of my father and, for reasons which don't need exploring at this juncture, I have remained, attached as liaison to the Canadian consulate. Now that that's settled, let me give you the local police band frequencies. We may also need your help on special situations at a later date, if you have proven your mettle by assisting us with a number of these police band tasks.
Now that you've gotten a Police Radio, you can start scanning Police chatter to hear about the crimes as they're committed in your current zone. You can then act on a report by selecting it from the Police Radio, listed under your Contacts.

Protect Skyway City bank
While listening for the latest signs of trouble, you hear a call asking for heroes to speak with Contact directly. Something big is happening.
Briefing
We've just learned that a villain from the Rogue Isles is going to attack Skyway City, intent on robbing the bank and causing mayhem! To make matters worse, the Lost are somehow connected to this, and have been swarming into the zone. Paragon City needs her heroes to get over to Skyway City and protect the city and the bank from that villain. The robbers have already struck, so you should head over there quick. You probably have about 5 minutes or less before they make their escape.
This is a Safeguard mission. Once you prevent the heist, you will have 15 minutes to explore the area and potentially earn extra rewards before the P.P.D. lock down the area. You can earn extra time by defeating vandals and completing side missions.
Mission Acceptance
We know the Lost are central to what's happening, but we've also learned that the Trolls are going to hit the streets in force to take advantage of the chaos. Your main objective is still to stop the Lost and the villain before they ruin the city and get into the bank, but stopping other villains from causing trouble would also be a great help.
Periodically, vandals will arrive to destroy parts of the city. You will see a message when they arrive, and their locations will be displayed in your minimap.

This is bad, Character. Arachnos is planning an attack on Steel Canyon. We think their main objective is the bank, but they've brought a villain with them, and they're out to cause as much destruction as possible. If you can help, then please go to Steel Canyon to protect the bank and stop the attack! We got the alarm signal from the bank, so make haste and get over to the bank. You probably have about 5 minutes or less before they make their escape.
