I'm not sure I'd agree with a DoT effect that got stronger over time, especially when combined with a -Regen secondary effect. Players already build for AVs as-is, and this set sounds custom-made to tear through them like tissue paper. Also, the reliance on DoT damage makes the set very difficult to leverage in standard play (as we've seen with Electric Blast).

Likewise, I'm not sure about a +damage buff power instead of the classic Aim.

Basically, the whole thing double dips on a lot of offensive mechanics that'll make the set overshoot Fire and Sonic (solo play). I'd go with something else entirely... focus on more debuffs, like -Res and -Damage, maybe even -Special (or at least -Heal). I'd also look at replacing one of the 5 single target attacks with an AoE of some kind - Venom Grenade comes to mind.
