Emanators are spawned by the following Devouring Earth lieutenants when aggroed:

25-29	Terra Volta	throughout zone, mostly near War Walls
30-39	Founders' Falls	Hutchinson Park, Blackstone Hills
33-39	Eden	throughout zone
41-43	Peregrine Island	the hills northeast of Portal Court
43-44	Rikti War Zone	Bloody Lane

When you obtain this badge, you will unlock the Fungoid Gladiator badge.

Prior to Issue 16, Protectorate required defeating 500 emanators.
