My friend Tina Chung asked me to send you over. She's a high tech P.I. specializing in illegal technology, and she always needs heroes like you to help her investigate the Freakshow and Nemesis. She works primarily with technological heroes and has access to Invention and Gadget Enhancements.
Tina can be harsh, but she is good at what she does. Don't let her get under your skin; if you prove yourself, she will accept you.
You should introduce yourself to Jose Escalante, an important business man who helps heroes fight criminals who impact business and commerce, such as the Council and the Devouring Earth. He works mostly with mutants and has access to Focus and Genetic Alteration Enhancements.
Jose is the kind of person that has kept Paragon City running, despite all the disasters we've faced. We can all learn a lot from him.
Jenny Firkins is an environmentally conscious scientist who has a personal stake in bringing down the Devouring Earth and Crey. She is very dedicated to her work with science heroes and has access to Invention and Genetic Alteration Enhancements.
Jenny cares very much about Paragon City, Character. I think you will find working with her a pleasure.
Neal Kendrick has a lot of dirt on the Freakshow and Nemesis. He used to be with the FCC, but now he concentrates on helping heroes with their investigations. He works primarily with technological heroes and has access to Invention and Gadget Enhancements.
You will enjoy working with Neal. He is determined and skilled.
I'd love for you to work with Phillipa Meraux, a former hero who now specializes in counter-terrorism. Go and see her if you want more information on the Rikti or Crey. She works primarily with natural heroes and has access to Gadget and Relic Enhancements.
Phillipa is very demanding, but her sources are top notch.
You might want to go introduce yourself to Lou Pasterelli. His politics are more than a little radical and he's had some run-ins with the authorities, but he can be a great help against the Devouring Earth and Crey. He works primarily with science heroes and has access to Invention and Genetic Alteration Enhancements.
Lou is a firebrand, but he knows how to get things done!
Peter Stemitz is an interesting case. People say the soul of an ancient shaman dwells within him. Both souls speak through Peter's body, which can be a little disconcerting. He has a great deal of knowledge about the Circle of Thorns and the Council. He works primarily with magic heroes, and has access to Relics and Focus Enhancements.
Be warned, Peter and the shaman will both speak to you. Expect the shift in speech.

Now that you've gotten a Police Radio, you can start scanning Police chatter to hear about the crimes as they're committed in your current zone. You can then act on a report by selecting it from the Police Radio, listed under your Contacts.

Protect Talos Island bank
While listening for the latest signs of trouble, you hear a call asking for heroes to speak with Contact directly. Something big is happening.
Briefing
I have received information that a heist was planned in Talos Island by the Tsoo. I need your help in thwarting this attack! The Tsoo have been reported to be in the bank right now, so you whould head over there quick. You probably have about 5 minutes or less before they make their escape.
This is a Safeguard mission. Once you prevent the heist, you will have 15 minutes to explore the area and potentially earn extra rewards before the P.P.D. lock down the area. You can earn extra time by defeating vandals and completing side missions.
Mission Acceptance
It gets worse. It seems that Arachnos has learned about the operation, and has decided to send teams into Talos Island to take advantage of the situation and sow terror on their own. While your main goal is to stop the villain and the robbery, the more of any villain group you defeat, the more help you will be to the P.P.D.
Periodically, vandals will arrive to destroy parts of the city. You will see a message when they arrive, and their locations will be displayed in your minimap.

We've got a situation in Brickstown. Nemesis is about to make a coordinated strike on the bank, and rumor has it that Arachnos may have sent Ice Mistral to assist them. I need you to head to Brickstown and stop the assault! Reports have come in that troops have been spotted entering the bank already, so you should head over there now. You probably have about 5 minutes or less before they make their escape.

In addition to the chaos by Nemesis troops, the Council are taking this as an opportunity to display their power, and have sent their troops into the streets. The more of them you stop, the easier it will be to clean up the streets! Be wary, if you provoke them, they may try to cause mayhem, so watch out for anyone who is vandalizing the area.
