The key for earning this badge for villains has to do with the fact that the devs tried to prevent villains from earning it, but forgot one element of the Red Caps powers.  The villains in the Snaptooth mission are listed as belonging to the '''RedCap''' faction (no space).  They do not count.  Only villains in the '''Red Cap''' (with space) faction count for the badge.
