Report: PPD Reports the capture of one 'Blossom StarPhyre', a villain operating in Paragon City. Suspect known to exhibit illusionary control, which allowed her to evade arrest several times. Suspect has been allowed to be detained with the Hero Group "Sisterhood of KFKA", as they are able to contain and control her and her powers.

Notes: In response to suspect's threats of escape, PPD Security Tracking Collar #33126 attached to villain's neck. If villain flees Paragon City beyond the control of heroes, collar will be 'activated'. Suspect issued community service; as such, her powers may be requisitioned by hero parties for their benefit. Suspect must comply, under penalty of life incarceration.
