Chief Williams is an NPC who appears during the Hellion Arson event in Steel Canyon. He will attempt to draw attention by blowing a whistle and hand out Extinguishers or Large Extinguishers to Heroes and Vigilantes, depending upon how experienced they are in fighting fires.
Depending on the outcome of the burning building, he will wave in joy if the building is safe, or collapse in dismay if the building explodes.

- Please, take this extinguisher and help us put it out! You'll probably need to get rid of those Hellions first.
