You have calmed the storm by ridding the streets of the Outcasts' leaders.
How to Get
Defeat 100 Outcast bosses.
Gladiator Badge Unlocked
When you obtain this badge, you will unlock the Outcast Slugger Gladiator badge.
Notes
The only way to obtain this badge as a villain is to keep attempting the Cape mission and resetting it after you defeat the Outcast bosses on the map. So far, this is the only mission that Outcasts appear for villains.
