Little is known about the Council leader, The Center. He is mentioned in CoH's early missions. Viridian's Story Arc, Conference of Evil, pits you against him and a team of Council Archvillains. No picture is present.
History
All that is known at present is that he "Showed up and ruined Requiems fun when he took control of the Council."
