Yep. Once you have the badge you can pick up Vanguard Merits on any mission involving Rikti. I've gotten them doing the War War Defender Badge Mission, on missions from Steven Sheridan in Brickstown, and Angus McQueen in Founder's Falls. Sometimes they don't drop as often as the missions you get from contacts in the RWZ but you can still pick up more merits just about anytime you battle Rikti. One thing of note since I posted this. I've run the Montaque Castanella Arc to join the Midnighter's Club with 2 of my 50 levels, both vanguard members since level 35, and none of the Rikti I faced and defeated gave out any Merit Points. I am thinking this may something the Devs set up since, like Vanguard, the Midnighter's consider the Rikti their sworn enemy so any mission against Rikti you run for the club doesn't award Merits since your "officially" working for another organization. It's a grand total of 2 missions, so far, so I don't see any real issue but it is one instance where I have found myself battling a host of Rikti without earning a single Vanguard Merit.
