Yep. Once you have the badge you can pick up Vanguard Merits on any mission involving Rikti. I've gotten them doing the War War Defender Badge Mission, on missions from Steven Sheridan in Brickstown, and Angus McQueen Founder's Falls. Sometimes they don't drop as often as the missions you get from contacts in the RWZ but you can still pick up more merits just about anytime you battle Rikti.
