There are more than 21 Council goons in Ganymede's first mission.  I've run it with one character so far on Heroic, and counted 35.  I will run it again a couple more times and count them again to get the actual total before changing the info in the article.

Hahaha, I get the feeling something might be done about that, considering how the comics ended... cheesy as it was.
