Overview

Issue 16, Power Spectrum, will be a major revision to City of Heroes and City of Villains.

Senior Lead Animator Back Alley Brawler hinted in his Developer Diary for Issue 15 that Issue 16 would include "new, much larger systems we've been working on to support and expand the [character] customization aspect of City of Heroes".

Due to all the spectulation and confusion with Issue 16 and Going Rogue, Lead Designer Positron posted to set the record straight:

Issue 16 is NOT Going Rogue.

However, the post contains two pictures which imply Issue 16 will be about the color customization of powers.
