Description
This high-tech device has a number of buttons and dials on it. It projects a holographic image of a Council Galaxy officer in your place. It has enough power for two hours of projection.
How to Get
To obtain this power, you must talk to Dr. Shelley Percy during the mission "Visit Dr. Percey" assigned by Lt. Chalmers during the Story Arc "Operation Skyhook". This power will vanish after completing the mission "Kidnap the Council defector".
