Charlie Sparks
Charlie Sparks is an NPC who stands in the SERAPH office in Atlas Park. He has a lot of connections, and is used in the Get Council Ciphers mission from Shadowstar to quickly disseminated Council ciphers, and in the Rescue Dizzy Frankley from the Tsoo from Jim Bell or Dennis Ewell. His coordinates are (92, -784, -888).
If you talk to him, he answers:
I can't believe Galaxy City is gone. So many lives lost.
Historical
After the destruction of Galaxy City in Issue 21, Charlie Sparks was "rescued" and relocated to Atlas Park. At that time, he stood near the statue of Galaxy Girl at coordinates (920, 32, -840).
