He has a lot of connections, and is used in the Get Council Ciphers mission from Shadowstar to quickly disseminated Council ciphers, and in the Rescue Dizzy Frankley from the Tsoo mission from mid-level contacts. His coordinates are (92, -784, -888).

Historical

After the destruction of Galaxy City in Issue 21, Charlie Sparks was "rescued" and relocated to Atlas Park. At that time, he stood near the statue of Galaxy Girl at coordinates (920, 32, -840).
