Overview
Issue 7, titled Destiny Manifest, was a major revision to City of Heroes and City of Villains released on Tuesday, June 6, 2006. Some of the major features released in this issue were:
- The level cap of villains will be raised from 40 to 50
- The addition of the Grandville zone in City of Villains and the Recluse's Victory player versus player zone in City of Heroes and City of Villains
- The introduction of Mayhem Missions in City of Villains
- The addition of for villains
- The introduction of the Electrical Melee, Electric Armor, Thugs, Dark Armor, and Dark Melee powersets to villains
- The addition of Storage Items, Empowerment Stations, and numerous decorative items to bases
- The addition of Foreshadow, Mirror Spirit, Spark Blade, and Rose Star
- An upgrade to the Paragon Police Department
