Badge hunter tip
Krylov's mission to take down Electroshock takes place in Kings Row, and with the reputation slider adjusted up a notch or three, one can farm this mission for lots of Skulls, which count towards the Kill Skulz Badge and the Bonecrusher Badge.
Skulls are otherwise in very sparse supply around the Rogue Isles.
