That's not really the same thing as "specifying". It could have been located there on the site as a matter of convenience (that is, avoiding having to set up a new branch of the site tree until they have more content to post). By nomenclature alone, i16 is a free update, but Rogue is a commercial expansion, like CoV. Common sense would dictate that they are not related. We shouldn't assume they are until someone at NCSoft states otherwise.
I would be especially interested in any info about whether purchasing Rogue will be required to continue playing the existing game, or whether it's completely separate (meaning, characters can or cannot crossover between the two). Also, more info on how many people got the email (I was not one of them), and whether it was a mistake or was there some rationale involved in why some people got it and others didn't. One thing. CoV's release was linked with the release of Issue 6. So there is definitely precedent for the linking of a box release to a free issue release, with some stuff being free, and some requiring the box purchase. - Sister Leortha 19:22, 13 May 2009 (UTC)

Im a little confused, will City of Heroes Going Rogue be part of an update that is free to people who already own City of Heroes/Villains...or will we need to purchase it seperately? If it needs to be purchased, will we be able to get it for our existing account allowing us to control which characters use the features of Goiung Rogue, or will we need to make a sperate account for it? The following is based on what little information is out, and extrapolating how these types of things worked in the past, especially with CoV....
You will need to purchase the new box in order to get access to most of the new stuff. However, if it is indeed linked to an issue, Issue 16 as most people are assuming, then there will likely be some stuff in the issue itself that will not require purchase of the new box. For instance, (speculation ahead) the two new power sets that are being linked to the issue, Dual Pistols and Demon Summoning, could be part of I16 proper, and thus available to all, even without the purchase of the new box. But the new Praetorian zones, as well as the whole side-switching mechanism, would be limited to those who purchased the new box. I'm wildly speculating here, but it gives an idea of how the box release could be linked with free content.
It was the same way with CoV/I6. Everyone gained access to the first three PvP zones upon issue release, whether they purchased the CoV box or not.
As for accounts, I can almost guarantee that you will need to use it as an upgrade to an already existing account. The press releases have already said that this will not be a stand-alone game. CoV could work as a stand-alone or as an upgrade, but had to be used as an upgrade in order to have one account with all the goodies.
