Major Richard Flagg is a hero contact in the Portal Court neighborhood of Peregrine Island at coordinates (-1623, 0, -3602). Major Richard Flagg is a Respecification Trial contact.

Major Richard Flagg is the contact for the third Terra Volta Respecification Trial. Upon successful completion of the trial, the player can choose a power respecification as a reward.

Information

US Army Major

One of the few military survivors of the Rikti Invasion, Major Flagg leads the troops massing to contain the aliens near the crash site. The major believes in that actions speak louder than words, and he expects those who work with him to perform to the best of their abilities, even when times get tough. He realizes that the future safety of the city, and perhaps the world, depends on the containment of the alien Rikti. He puts his whole heart into his post, earning him the unqualified admiration of his men.

Initial Contact

This task is no cakewalk, soldier. You'll need at least four heroes to pull it off.

You need at least 4 members on your team, all of them at least Level 44.

Completing the Terra Volta Trial and choosing a respec as a reward for the second time will award the Earned the Statesman Star Badge.

Earned the Statesman Star Before using Respec Your Terra Volta experience has altered your powers in ways no one could imagine. After using Respec Repeated exposure of the energies of the Terra Volta reactor have once again affected you.

Completing the Terra Volta Trial and choosing a respec as a reward for the third time will award the Awarded the Freedom Cross Badge.

Awarded the Freedom Cross Before using Respec Powerful energies of the Terra Volta reactor have permanently fused with your own, modifying them in dramatic ways. After using Respec Again your Terra Volta experience has altered your powers in ways no one could imagine.
