Statesman has awarded you this badge for achieving Security Level 40.
Note
The Justice Incarnate badge is awarded to characters of the hero and vigilante alignments. The same badge on villains and rogues is called Captain. The same badge on characters created as Praetorians is called Primal Praetorian.
