Briefing
The Council presence in Independence Port is becoming great enough to destabilize the whole area. If something isn't done soon, it could precipite a gang war. The best way to relieve the situation is for the city's heroes to crack down on the Council in Independence Port. They need a taste of what a war on the streets would be like.
A number of Council troops have been seen in Patriot Wharf area and around Justice Quay, so you might want to start your search there. You don't have to limit yourself to just those areas, though.
