This costume is not available during Halloween Events.

Game codes for this costume power were given out at the NCsoft booth at PAX Prime 2011 from August 26-28, 2011. One code permanently unlocks this power on all characters (Heroes and Villains, current and future) for one account
Paragon Market
It was also available as part of the Imperial Defense Force Transformation Power Pack for 240pp until August 20, 2012.
