Overview
Dr. Franks is a captive under Longbow and Paragon Police care that you must kidnap. Dr. Franks is a SERAPH researcher working in their temporal mechanics division within Steel Canyon, in Paragon City, with the faction of Valuable Scientist.
He is one of four probable candidates with the knowledge of portal technology to advance Lord Recluse's Operation: DESTINY.
He can be found on the third Patron arc mission from Ghost Widow, Kidnap Dr. Franks.

Dr. Frank is considered one of the top men in the field of temporal mechanics.
