Much like my Dark Control page, this page is more of a suggestions & ideas as well as sandbox, though this page is specifically for NPCs and enemy groups.
Arachnos
A bit of reworking to it, I suppose. Basically trying to get the wolf spiders and blood widows on par with the crab spiders/bane spiders and fortunata (respectively) so they can exist in the higher levels.
Wolf Spider
Wolf Spiders are little more than legalized thugs. Lord Recluse recruits legions of desperate souls to fill their ranks, then puts them through a rigorous training program that emphasizes loyalty, brutality, and discipline... in that order.

The Elements are a group of upstart volunteers with minor superpowers and ex-thugs from the Outcasts, led by a naiive team of heroes. Their main enemies are odd-beat groups like the Praetorians, or high-end jobs that Freedom Corps won't do.
That doesn't mean they won't take a crack at the members of Arachnos, though.

Spider
An idea for a Praetorian Arachnos.
The heroic mirror to Arachnos was started by none other than Praetorian earth's Stefan Richter. As the Praetorians assumed power, Spider became an underground rebellion force against them, gaining members from many other groups which were crushed by Tyrants new regime. It is now one of the last remaining rebellions, right next to the Carnival of Light.

Black Scorpion
Ernesto Rodriguez did the world a favor by taking the Black Scorpion Armor on Praetorian earth. His appearence may not be much better than the Black Scorpion of our world, but he's definately more heroic than his brutish counterpart, yet just as strong.

Marin
Spider's own Imad Malak is best known to the people as the Marin, and unlike the Scirocco possessed power over cold and ice. It is unknown what Imad found in the tomb of Scirocco, if he found the tomb at all, but his powers are surely granted to him by the djinn Serafina, because he does not possess the ancient sword that Arachnos' Imad does.

Praying Mantis
Tamura Shirai, better known on Primal earth as the Silver Mantis, exists on Praetorian earth as the Praying Mantis. This Tamura is a much more laidback, and disciplined person; though don't think she's not as strong as her other-self, even if her body hasn't been augmented.

An idea for an end-game thug-type enemy group.

Punk
These young hotheads are not the brightest bunch, but they are extremely loyal to their 'rightful' leader. This makes them a valuable asset to the Urban Empire which is smart enough, and strong enough, to utilize their talents. The punks' gang-related activities have taught them well, and they are pretty good shots with their pistols.

Punks have no inherent resistances. They do, however, benefit greatly from the leadership of enforcers.

Arsonist
The arsonists probably suffer from some form of pyromania. They likely hide some deep-seeded trauma or have some background of family dysfunction. None of that matters now. The arsonists' only pleasure is to burn things, and people, to the ground.

Experience Give the Arsonist some resistance to Fire.
Scourge (Auto) Self +Damage(Special)
The arsonist is a dastardly villain indeed. As an arsonist's foe's health wanes, the arsonist can start to land scourge hits with his attack powers for up to double damage. The weaker the target is, the greater chance the arsonist has of landing scourge. Once a foe is weak enough, there is no escaping the arsonist's wrath. An arsonist shows no mercy.

Lieutenants
Enforcer
A natural leader. In another life, the enforcer could have amounted to something. Never-the-less, younger thugs can learn a lot from him, and are more effective fighters when he is around. He has seen his share of gang wars, and his experience with street weapons is invaluable.

A leather jacket gives the enforcer some resistance to lethal damage.

This thug's defense to all attacks is improved due to good leadership in maneuvers from a lieutenant.

Bruiser
These thugs are massive brutes. The bruisers have worked their way through the ranks and have nothing left to prove. They are strong, tough, and have mean tempers.
Resistance (Auto) Self +Resistance(Smashing, Lethal, Heat, Cold, Toxic), +Protection(Confuse, Fear, Placate)
The bruiser is a brute. He has good resistance to lethal and smashing damage and some resistance to heat and cold damage. He is street wise and his training makes him resistant to confusion, fear, and placation. His experience in the elements makes him slightly resistant to toxic damage.
Fury (Auto) Self +Damage(Special)
As a brute engages in combat, he unleashes his fury. The longer he remains in combat, attacking and being attacked, the more damage he deals.
Jab (Melee) Foe Minor Damage(Smashing), Disorient(Chance)
The bruiser has disoriented you with his jab.
Punch (Melee) Foe Moderate Damage(Smashing), Knockdown(Chance)
A super strength punch is a powerful pummeling attack, and it may knock foes off their feet.
Hand Clap (PBAoE) Foe Disorient, Knockback(Chance)
The bruiser has disoriented you with his hand clap.
Haymaker (Melee) Foe High Damage(Smashing), Knockdown(Chance)
The haymaker is a slow attack, but it makes up for it with a greater damage and a high chance of knockback.
Knockout Blow (Melee) Foe Superior Damage(Smashing), Knockup, Hold
The bruiser has hit you with a knockout blow. You are held.
Hurl (Ranged) Foe High Damage(Smashing), Knockback
You are able to tear up a chunk of ground beneath your feet and hurl it at an enemy. This attack is close ranged, deals heavy damage and can knock foes back.
Foot Stomp (PBAoE) Foe High Damage(Smashing), Knockdown
The foot stomp has damaged you.
Elite Bosses
Mastermind
The masterminds excel at using others to do their dirty work. They command the street thugs to do their bidding, and have an army of them at their beck and call. They can even call for backup when needed.

Elite Boss resistances.
Supremacy (Point Blank Area of Effect) Ally +Damage, +Accuracy
A good mastermind knows how to manage his henchmen. The mastermind imparts a bonus to his henchmen's accuracy and damage, but only if he is nearby and has line-of-sight.
Bodyguard (Toggle) Self +Bodyguard
When set to bodyguard mode, the mastermind and his pets share damage from any attack that the mastermind takes damage from.
Brawl (Melee) Foe Minor Damage(Smashing)
When all else fails, you only have your two fists to depend on.

Small caliber sidearm.

The man called Urban Legend is the appearent leader of the Urban Empire. While he seems to be pulling all the strings, others suspect more sinister forces at work behind the scenes.

Urban Legend wears an advanced vest that protects him from everything but psionics.

Urban Legend can teleport long distances.

Fires a large caliber hollow tip from both guns that can knock down foes.

The incendiary round has ignited you!
Narcotic Dart (Ranged) Foe Minor Damage(Lethal), Moderate Damage(Toxic), -Regeneration, Sleep
This dart was filled with a deadly narcotic. You are poisoned and unable to regenerate your wounds. You probably will pass out.
Liquid Nitrogen Round (Ranged) Foe Hold
The liquid nitrogen round has frozen you solid!
Rapid Fire (Ranged Cone) Foe Moderate Damage(Lethal)Knockdown
Fires off a quick burst of lead in a wide cone.
Explosive Tip (Ranged Area of Effect) Foe Moderate Damage(Smashing/Lethal), Knockback
Explosive-tipped rounds can affect foes in a small area. The force of the explosion can knock down foes.
