Kings Row is in some serious hurt, Character. Ever since Galaxy City got smushed the refugees have been flocking to Kings Row, hoping that they can return home soon. Unfortunately, a lot of them are out on the street with nowhere to go, and that's made them easy pickings for gangs like The Skulls.

I've been keeping tabs on the Skulls for some time with my news site Raw from the Row, and I'm telling you, it looks like we are about to have an epidemic of Superadine addicts if the PPD or someone can't crack down on them. The people of Kings Row need your help.

The Superadine Ring

It all started when you met Shauna Stockwell. She was doing investigative reporting about the recent rise in Superadine drug use in Kings Row for her blog Raw from the Row. She directed you to a doctor at Crowne Memorial hospital by the name of Genevieve Sanders who informed you that the Skulls were operating a secret Superadine Den in Kings Row. You hit the streets and learned the location of the den and the name of the man who ran it; Toothbreaker Jones. After busting up the den and arresting Jones, you learned that his den was just one of many others. In addition, Jones had been talking to someone about a shipment coming in. Kings Row's Superadine troubles seemed to only be beginning.

Shauna thought that the shipment sounded familiar and wanted to talk to one of her sources in private, in the meantime you went to work with Genevieve in tracking down another drug den location from the patients recovering at Crowne Memorial. When you arrived at the den down in Industrial Avenue, however, it was empty. The whole place turned out to be an ambush. Somehow the Skulls knew you were coming and tried to take you out but they were no match for you. You questioned Genevieve about how the Skulls knew you were coming and she suspected that someone at the hospital was working for the Skulls. She resolved to be more careful who she talked to about what in order to keep other heroes safe from Skulls ambushes.

Shauna had some bad news about her source, Emily Rodriguez. She'd gone missing. Emily's family believed the Skulls kidnapped her, and Shauna seemed convinced that was the case. She sent you to talk to a beat cop in The Gish by the name of Vic Johansson for help in locating Emily before the Skulls did something drastic. Vic agreed to help you patrol for a Skulls indoctrination ceremony that he believed Emily would likely be taken to. Together you discovered the ceremony in the abandoned Kings Garment Works. Vic called for backup while you went in to save Emily before it was too late for her. You arrived just in time to stop the Skulls' leader, Misery, from beginning the mass sacrifice for the ritual. In addition to rescuing Emily Rodriguez you also rescued a freelance photographer by the name of Juan Jimenez and over a dozen construction employees from Anderson Construction. Together they testified that you had just missed one of the Lords of Death, a leader of the Skulls by the name of Chernobog, and that the shipment had arrived in Kings Row.

Together, you and Shauna pieced together the puzzle. The Anderson Construction employees weren't just random victims, the Skulls had kidnapped them purposefully. You resolved to investigate Anderson Construction on the hunch that the shipment must be going down there. Your hunch proved correct.

You arrived as Chernobog and the Skulls were moving the shipment of Superadine drums. Chernobog proved strong, but you were stronger. At his defeat the rest of the Skulls ran, leaving the Superadine behind to be confiscated as evidence in Chernobog's impending court date. Toothbreaker Jones' Jar of Broken Teeth

Part One: Product Placement

Briefing

Superadine has been on the streets of Kings Row for years now, Character. But, with all the refugees flooding into Kings Row after the destruction of Galaxy City, The Skulls have really started to push their product. The number of Superadine related crimes is escalating, and the PPD don't seem to have enough manpower to put a stop to it. Only so much good can be done by writing about this. It is time someone took action.

Will you help me shine the light on the Skulls' activities here in Kings Row? Maybe together we can put a stop to all of this.

Great! This city is sick, Character, and as with any illness, I turn to my good friend Genevieve Sanders over at Crowne Memorial Hospital for a diagnosis of the cause.

Genevieve has indicated that the hospital's detox wards are reaching maximum occupancy. Superadine addicts are being brought in off the streets in droves, and from what said, they're suffering some pretty extreme states of withdraw. She said that if I could find a hero to help, then she would have some information for them to act on.

I guess that means you're our hero.

More Superadine addicts are showing up to the hospital every day and they're in bad shape. From what I've gathered the Skulls are forcibly addicting people to the drug.

Character, a lot of these people lost everything in Galaxy City. They've turned to theft and less savory acts in order to pay for thier next fix. Eventually they either end up arrested, here... or in the morgue.

Sorry, I just... it's so frustrating... you came here for information in order to solve this problem, not to listen to me go on about it... According to some of my recovering patients, the Skulls have a drug den in Industrial Avenue. People go there to buy their Superadine. If you can hit the Skulls on the streets hard enough, they just might spill the beans on who's running the show, and where in the Gish that drug den is located.

Forced Habit
According to Genevieve Sanders, a lot of the addicts coming into Crowne Memorial and other hospitals around town were forcibly injected with Superadine by The Skulls in order to get them hooked. Once hooked, the victims would do almost anything to keep getting Superadine, including selling off cherished possessions, taking out loans or second mortgages, and even turning to crime. Meanwhile, the Skulls are raking in the profits as Kings Row slowly and steadily rides the high into self destruction. Most of the addicts got their Superadine from a local Superadine den, but locating it is going to be tough. Best to hit the streets and ask the Skulls. Hard.

The Skulls are expanding their influence all over Kings Row. Nobody else can really challenge their expansion, so they think they own the place. They're a lot of talk there, but don't let that fool you, there are also a lot of them.

Jones Talks
Jones laughs at you between gasps for breath. Eventually his taunting gets the best of him, and he tips the Skulls' hand a little too much. Turns out his Superadine den isn't the only one in Kings Row. In addition, more are about to spring up with a new Superadine shipment that's supposed to be coming into town real soon. You press him, but Jones just doesn't know any more than that.

Debriefing

Wow, that's going to make an amazing story. Character takes down Superadine den and busts the leader, saves innocents from the Skulls.

Unfortunately Jones is just one of several pushers in the area. Taking him down put a dent in the Skulls' profit margin, but I have a feeling that now that you've pushed the Skulls, they're going to shove back. Watch yourself out there, they'll be gunning for you.

Part Two: Push Comes To Shove

You mentioned that Jones was talking to someone on the phone about a shipment? I've heard about The Skulls expecting a big shipment from one of my sources. I'm going to talk to her and see if I can get some more details. In the meantime, Genevieve called, she says she has some information about where some more Superadine dens could be located.

Briefing

My patients have been coming in from all over Kings Row and their stories of where they got their Superadine is almost never the same. The police are certain that the Skulls are just moving their dealer around, but I think it's a combination of that and a number of different pushers setting up shop. One of my patients was at one of these drug dens today down in Industrial Avenue. He gave me the address.

Genevieve hands you a slip of paper with the address written down.

I already informed the PPD, but I doubt they'll check it out anytime soon and I'm afraid that the Skulls will have packed up and left by then.

Character, if we don't start shutting these places down quickly then there will be more people addicted to Superadine than the hospital can handle. The evening news will have a field day if they see addicts lined up on the sidewalk outside.

This note details the address, or at least, the cross streets, in Industrial Avenue where one of Genevieve's patients said the Superadine den they went to was located. According to Genevieve, time is of the essence. The Skulls seem to be moving locations around in order to throw off cops and other heroes looking to bust their operations.

The bottom of this empty box is wet and has the telltale stink of Superadine. Perhaps it was used to store and move Superadine ampules and one of them broke.

The objective will change to "Look for clues as to where the Skulls went to" and a whiteboard can be investigated for the following:

The whiteboard appears to be partially erased, but the title remains; 'Dyne Sales'. It appears to have accidentally been written in with permanent marker. The Skulls were recording their sales here, but those figures are all gone now.

In the last room of the map, a portable lab can be investigated for the following:

She'd mentioned your involvement to a few other co-workers and concluded that word must have spread to someone on the hospital staff that is on the Skulls' payroll. She resolved to be more cautious with who she talks to about information she gives the police and local heroes so nobody falls into a Skulls ambush again.

Part Three: Marked For Death

Briefing

Her name is Emily Rodriguez. According to her relatives, she didn't show up to work today.

I talked to Emily's cousin and he said that he's certain the Skulls kidnapped her. Says the cops won't do anything about a missing person's case for 24-hours unless there is evidence of wrong doing, and they just don't have any evidence.

I told him that you could help.

  • Where do we start looking?

There's a beat cop who works the Gish by the name of Vic Johansson. He knows the Gish like the back of his hand. Tell him I sent you and he'll drop everything to help you find Emily.

The Skulls are ruthless killers, I... I don't know how long Emily has...

Hmmm, that's bad, but I think I know what The Skulls are planning, Character.

Word from the street is that the Skulls have got some sort of indoctrination ceremony that's going down tonight. But we've got neither the clues nor the manpower necessary to go hunting for it.

Vic puts a hand to his badge and traces the star. He looks down, apparently unaware that he was doing it and looks up at you, his eyes steeled.

Emily can't wait for us to get better information. My shift is about over. We'll hit the streets and find her together.

Skulls Indoctrination Ceremony
According to Vic Johansson, the Skulls are looking to perform one of their Black Wakes sometime this evening. He suspects that Emily Rodriguez is being taken there as a sacrifice by the Skulls.

If Vic is right, Emily won't have much longer to live after midnight when the Skulls perform their grisly ceremony, murder her, and then have their new recruits get buried in a shallow grave with her body until morning. If that happens, the next person to see Emily's face will be seeing it worn by a Skull grave digger.

Oh, thank the stars that Emily is alive and well. I heard Juan Jimenez got himself mixed up in this as well. I guess in hindsight that's a good thing. It turns out he got a picture of the Skulls' leader and pocketed his memory card before they trashed his camera.

Juan sent me a copy of the picture and trust me, this is big news...

Finale: Death by the Truckload

Briefing

That guy that Juan snapped a photo of is one of the Lords of Death. Dude goes by the name of Chernobog. I looked his name up online and apparently it's the name of some slavic god of darkness, or something. Real cheery dude.

Anyway, according to Emily and Juan, Chernobog left right before you arrived because the shipment we've been hearing about came in early.

Character... Emily told me that the shipment is a truckload of Superadine! If it gets onto the streets, Kings Row will be flooded with the stuff!

If only we knew where the shipment was being delivered to, we could put a stop to this... Damn, you were this close to stopping that shipment and taking out one of their leaders.

  • Ten to one says that Anderson Construction is hosting the delivery

Anderson Construction? But why would they...?

Shauna's eyes light up as she connects the dots.

That's why all those workers were rounded up by the Skulls to be killed in their ceremony! They all worked at the Anderson Construction warehouse here in Kings Row. With them going missing, that warehouse would be empty during the delivery!

Character! You're brilliant! We've got to hurry and bust that delivery before it's too late. If that Superadine hits the streets there will be no way to stop it.

You may want to bring some help. If Chernobog is really there, the place will be crawling with Skulls.

Before the Skulls caught him in the Kings Garment Works, Juan Jimenez managed to snap this photo of the Skulls' leader. According to Shauna Stockwell, the guy goes by the name Chernobog and he's one of the Skulls' Lords of Death. A little research suggests that Chernobog is an ancient Slavic deity who was some sort of god of darkness. Obviously this guy thinks quite highly of himself.

The Lords of Death - aka The Petrovic Brothers
According to Shauna Stockwell, the Lords of Death are two brothers knows as The Petrovic Brothers. They formed the Skulls years ago and have been steadily growing the gang ever since. According to some police reports and scattered hero testimonies, former (or reformed) Skulls members claim that the Petrovics have mastered some strange dark magic and use it to empower their most faithful followers. Indeed, there is evidence from the most powerful Skulls members brought in by Paragon City's heroes that suggest that they can control powerful negative energy, but how the Petrovics learned of this ritual, or their level of mastery over it, remains a mystery. One thing is clear, while the Skulls claim to no longer fear death, they do fear the Lords of Death.

Hey, I got an e-mail from a guy who claims to be Eagle Eye of The Regulators - The Super Group who cracked down on drugs throughout the 1980's. Anyway, he said he wanted to meet you so I told him I'd put you two in contact with each other, if you are interested.
