The Recluse's Victory PvP Recruiter is an NPC on Peregrine Island who informs players about Recluse's Victory. He is located at (1428, 0, -760).
He will call out in Local to any character who comes near him. When clicked on, he will respond with the following.
Good. Here's what I need you to do. Head over to Atlas Park. Down in the DATA room of City Hall is a portal that leads to Recluse's Victory.
We need as many heroes as we can get to keep it under control. You'll see what I mean when you get there.
Make no mistake. It's a PvP zone. You WILL be attacked.
