When offered
I'm currently doing some testing on this mission. All my normal level 5-10 contacts offered it to me when I reached level 10, and my 10-15 contacts are offering it sometimes. If they have a story arc lined up, they are not offering it. David Wincott, Flux, and my starting contact are not offering it to me at all. -- StarGeekTalk page 11:35, 5 November 2006 (PST)
