Bloody Bay is one of the city zones in City of Villains.

All characters are "adjusted" to combat level 25 in this zone, no matter what their level is outsize the zone. If a player is higher than threat level 25, then that player is auto-exemplared down to level 25 and may lose additional powers he or she has gained since level 25.
