Bartenders are found around Pocket D They sell low level Inspirations. They will not buy Inspirations or Enhancements. Note that this is one of the few locations in which you can buy inspirations during a Task Force or Strike Force.

Catch a Breath for 50 Influence/Infamy

Break Free for 50 Influence/Infamy
