Like Lady Justice herself, the Seers stand vigilant over their city and keep her citizens safe from themselves. They are uncompromising but fair in all their judgments. The Seers put a stop to crime before it even happens.
The Seers are possibly the greatest law enforcement officers ever created. The Seer Network blankets Praetoria City, rooting out criminal thoughts and then reporting them to the Praetoria Police Department. Once suspects are apprehended and brought in on charges, they are subjected to a more thorough scanning by Seer Beholders and PPD Interrogators who discover the truth of the situation.
Thought crime does not carry a harsh punishment, however. Those found guilty are merely subjected to resocialization and reeducation regimens that correct the mental imbalances that are the source of such criminal behavior. Once rehabilitated, a prisoner's citizenship is reinstated, and he or she is returned to his or her normal life. Praetoria's thought criminal prison, the Behavioral Adjustment Facility, is a small, efficient institute that concentrates on correcting the problem, not just the symptoms.
Unfortunately, the heroic and self-serving Seers have short life spans, though their life spans are longer than they would have been without Seer training and augmentations. Every Seer was at one time an unstable and dangerous psychic. Careful screening detects these individuals before they can become a danger to the city, and they are given a choice: live out the rest of their short lives in the Mother of Mercy Psychiatric Hospital where they will be monitored and cared for, or become Seers and use their powers to do good for the city. The majority chooses to help others, and thanks to the Seers' noble sacrifices, Praetorians live in a world with little fear of crime.

The Seers use their telepatic powers to root out anyone plotting against the status quo in Praetoria. Although they work in close concert with the PPD, it is well known that they were created by Mother Mayhem and she ultimately controls their fate.

Tracker
Trackers are adepts at picking out particular thoughts among the sea of confusion generated by the minds of Praetoria. They can be given a subject or word to listen for, pluck it out of the air and lead PPD forces right to the person whose thoughts they are hunting.

Telekinetic Blast Ranged, Moderate Damage (Smash/Psionic), Foe Knockback
You can use Telekinesis to Blast a targeted foe with the power of your mind. This attack deals Smashing and Psionic damage, and can knock your opponent back. Damage: Moderate. Recharge: Moderate

After a Scanner has been under Mother Mayhem's mind for a time one of three things happen. Most of them burn out. A smaller percentage shows no indication of greater ability and remains where they are in the ranks. Finally the smallest faction demostrates the ability to penetrate more deeply into a subjects mind and is advance to Viewer status.

Visionaries are extremely powerful and quite rare among the Seers. They are usually stationary and are very seldom called into field duty. If you see one is far too late to run.

The howl of Psionic energy resonates in the mind of all foes within its conical area of effect.
Psionc Tornado (Ranged) Moderate Damage over Time, Psionic, Foe Slow
Unleashes a whirlwind of Psionic energy on a target, tossing nearby foes into the air. The Psionic Tornado damages foes and Slows their attack speed.

Former Seer (Minion)
These psychics were former Seers, but have since been removed from the Seer Network. Though no longer drawing strength from the network their minds are also no longer restrained and possess great psychic power.
Mindshadow (Lieutenant)
Minshadows are the closest thing the Seers have to elite field agents. They are combat trained, and their psychic link to T.E.S.T. Rangers gives them the ability to summon deadly back up.

Simon is a renegade psychic who has evaded Mother Mayhem and her Seers for years. Additionally, all attempts to recruit Simon by either the Syndicate, or the Resistance, have ended violently.

Mass Hypnosis (Psionic) Targeted Area of Effect, Foe Sleep
Hypnotizes a group of foes at a distance and puts them to Sleep. The targets will remain asleep for some time, but will awaken if attacked. This power deals no damage, but if done discretely, the targets won't even be aware of your presence.
Total Domination (Psionic) Targeted Area of Effect, Foe Hold
Tear at the mind of a group of foes around one targeted foe. Dominate renders its victims helpless, lost in their own mind and unable to defend themselves.
