City of Heroes Freedom is the name for the new payment methods that the game will be operating under. Due to be launched with Issue 21, it will alllow anyone to play the game for free, with certain limitations. Subscribers will become VIP Players, and all players will have the opportunity to buy items in the Paragon Market.
The Veterans Rewards system will be overhauled for greater flexibility and more rapid rewards. Players will gain a reward every month after Freedom launches, and will be able to pick the order in which they receive rewards from their current tier.
