- Crey's Folly, most often in the Tangle Town neighborhood
- Brickstown, most commonly in the Dark Waters and Seven Gates neighborhoods
- The Revenant Hero Project level 35-39 story arc from Gordon Stacy; large teams or higher difficulty will increase the likelyhood of Paragon Protector spawns
- The On the Run (the Evil Countess Crey) level 40-44 story arc from Janet Kellum
- The Manticore Task Force and Numina Task Forces
- Villians
- Paragon Protectors are seldom seen in the Rogue Isles out on the street. They are an occasional spawn on the flyer platform near The Gutter neighborhood of Grandville
- Under the guise of "Hero Clones" found in the fourth mission of the Silver Mantis Strike Force
- The Building a Better Vermin level 40-44 story arc from Terrence Dobbs; large teams or higher difficulty will increase the likelyhood of Paragon Protector spawns
