Issue 8, titled To Protect and Serve is the latest update to City of Heroes/City of Villains. It went live November 28th, 2006.

Veteran Reward System
System that rewards players for every three months that their account has been active. (Confirmed by Positron) New set of rewards every three months. Veteran Rewards created for the first 3 years.

Other Content
- First set of new story content to build up towards the next big story arc.
- Major Overhaul to Faultline with new contacts and missions, as well as a better street-hunting experience.
- Addition of "Police Band Missions" which are randomly generated missions. (The Hero equivalent to Newspaper missions.)
- These can lead the Heroes into Safeguard Missions which are the hero versions of Mayhem Missions. The Hero's job is to protect and to stop crime.
- Addition of Arena kiosks in Pocket D so heroes and villains can more easily challenge one another in the arenas.
- Construction of the Villain's space shuttle launch site has begun in Port Oakes.
- Removal of the War Walls has begun in Steel Canyon.
- Players will be able to change their titles at levels 15, 25, 35, and 45, and once to level 50 they will be able to change their titles an unlimited number of times, for no Inf cost, just by visiting a trainer. [1]
- New costume options. "Galactic Glasses", goggles on forehead. several new "skin" options for female characters, and quite a few new Ear options for all characters. Note that with the new Tanker top, one-piece leotards and one-piece swim suits can now be created.
- Wings as costume pieces.
- Wings will be an unlockable costume piece via the Veteran Reward system.
- Positron has stated that there are two types of wings in I8: demons wings and angel/bird wings. [2]
