Arbiter Sands first appears as an NPC Ally in the Keep Fusionette from getting killed mission from Jim Temblor. He is an Elite Boss with an Arachnos faction. He has the ability to summon two Arachnos Drones.
In later missions, he appears as an enemy, which may be an Archvillain or just an Elite Boss.
