I got this badge last night by doing the [[Harvey_Maylor#Stop_the_Carnival_attack|Stop the Carnival attack]] mission from [[Harvey Maylor]]. I'm not sure if this is a bug or just one of a few missions that might award the badge. Some people on the official forums seem to think that this is a bug and people making the missions are incorrectly using the wrong tileset that awards the badge.
