I'm betting that just means adding a new power to existing sets here and there. At the moment, there are sets that have four powers and there are sets that have five. - o.o true.. the confirmed state depends on how accurate the press releases are. Several have them listed as being in the expansion and the two new NPCs are listed as having those sets.
