A Point Blank Area of Effect (commonly abbreviated PBAoE, alternately referred to as Player Based Area of Effect) power is one that affects all permitted targets (usually either enemies or allies) within a certain radius of the user. This is in contrast with Ranged Area of Effect, which can be centered on a distant location.
Common examples of a PBAoE include melee attacks that hit all enemies in melee range and Leadership pool powers that give all allies in range a statistic boost.
Examples:
