Amanda Loomis works for the Immigration and Naturalization Service as a special investigator. She specializes in criminal investigations that involve immigrants in some way, either as perpetrators or as victims. In the xenophobic culture that has developed since the Rikti War, anti-immigrant feelings are running high in America, but Amanda is trying to change that. Amanda has recently begun looking to heroes to make her job easier, especially when she's investigating criminal groups that include a large number of immigrants, like the Tsoo. In this job, she needs all the help she can get.

The Tsoo have been gaining a lot of territory in Independence Port, and it's causing a lot of problems. The port is Family territory, and every time the two gangs meet, it ends in violence. I need you to get over to Independence Port and take back some territory from the Tsoo. It could stop a lot of needless bloodshed.

Briefing
An exhibit of artwork by the painter Werner Deitrich has been stolen. I've learned that the Tsoo were behind it, and they have the art stored in a warehouse. I need someone to recover the stolen artwork from the Tsoo.
Werner Deitrich's work isn't very valuable, but I've heard the theft was ordered by Tub Ci himself.
