Deliver package to Stephanie Peebles

Briefing

Have you ever been to Striga Isle? There's a woman there named Stephanie Peebles who needs our help. She's got all she can do trying to hold Port Noble together against the onslaught of the Council. Will you take this package over to Stephanie? I'd appreciate it if you didn't look inside.

The Council has managed to entrench itself on Striga Isle but good. If you can give Stephanie any assistance against them, I'm sure she'll be grateful. Of course, I hope you won't forget about your old friends here in Paragon City. We'll always be grateful for your help too.

Mission Objective(s)

  • Go see Stephanie Peebles

Clue: Mysterious package

This package, intended for Stephanie Peebles, has a strange scent. Try as you might, you can't quite place it.

Debriefing: Stephanie Peebles

Thanks for the package, I'm grateful. So, what do you think of Port Noble? Doesn't look like much, maybe? Well, it's my home. I've been doing what I can to kick those Council goons out, but I need more help. I'd appreciate it if you could stick around.

Otherwise, you can keep following leads from your other contacts. I'll always be here, and I'll always be grateful for assistance.

Retrieve weapons from Freakshow

Briefing

There's been a great deal of chaos on the streets of the city, and a good deal of it has been started by a gang called the Freakshow. This highly factionalized group of nihilistic anarchists has become dangerous, fueled by a drug called Excelsior and their unwavering hatred of 'the system.' Their tenacity and wild abandon make them dangerous opponents. I just got a tip that the Freakshow have taken raided the Lockhart Aerotech weapons lab and made off with a mighty arsenal. Will you retrieve the stolen weapons from the Freakshow?

The Freakshow aren't just thugs with guns. They're well armed, well equipped, and crazy. With all of the Excelsior in their systems, many Freaks can barely feel pain. What's more, lots of them have undergone radical cybernetic surgery to turn themselves into walking death machines. So this isn't going to be easy.

Mission Objective(s)

  • Defeat Freak leader and his crew
  • 6 weapons caches remaining

Clue: Advanced weapons

These weapons are all highly advanced, some of them bordering on the exotic. You can only imagine how much havoc the Freakshow could have wrought with them.

Debriefing

You did everyone a big favor. The Freakshow get most of their technology through theft, and I'm sure you'll agree they don't need to get any more dangerous. Here, you should take some of the weapons you confiscated. I'm sure you'll make better us of them than the Freaks would.

Temporary Power

Temporary ConfiscatedBeanbag.png Confiscated Beanbag Ranged, Minor Damage (Smashing), Foe Disorient
You confiscated this weapon from a Freakshow base. It fires a single, non-lethal beanbag that can seriously disorient a target. You have 50 beanbags.

See Siren's Call Liaison

Briefing

I don't know if you realized this, but as we speak, Paragon City is under assault. Over in Siren's Call, Lord Recluse and his men are making every effort to get themselves a foothold. If we let them manage it, we'll be in serious trouble. I'd appreciate it if you'd go speak with the Longbow Warzone Liaison over in Steel Canyon. She could use the help of heroes like you.

Siren's Call is a PVP zone, where you may be killed by other players.

The Warzone Liaison can help you get the right contacts in Siren's Call.

Mission Objective(s)

  • See Longbow Warzone Liaison

Debriefing: Longbow Warzone Liaison

If you're ready to take on a real challenge, you can be a big help to Longbow here in Siren's Call. We have to push Arachnos out. If you're willling, you can talk to Agent Brinson. He's got a number of missions that will swing the battle in Longbow's favor. Or you can talk to the Security Chief at the Longbow Base; he can tell you all about bounties.

Siren's Call is a PVP zone. If you enter, you may be killed by other players. Do not enter if you are not willing to risk this.

Debriefing

I hope the Warzone Liaison gave you the info you need to help out in Siren's Call. It would be a shame to lose that zone to Arachnos.

Protect Terra Volta from Freakshow

Briefing

The Terra Volta reactor powers the force fields that keep the civilized parts of the city safe, so it's become quite a target for extremist groups like the Freakshow. I need you to get over to Terra Volta and make it clear that the Freaks don't belong anywhere near that reactor. Reactor technicians have reported seeing Freakshow near the Challenger Technology Complex and the Raysun Petroleum facility. Maybe you should start in one of those areas.

Prevent Freakshow from stealing parts

Briefing

The Freakshow have broken into a warehouse full of electronic parts, which they no doubt plan to use for their cybernetic enhancements. If you get over there right now, you may be just in time to prevent the Freakshow from making off with the electronics.

Our informants are the only thing keeping us in step with the Freakshow.

Mission Objective(s)

  • Bust electronics thief and his crew

Debriefing

With my information and your skill, we will certainly shut the Freakshow down.

Patrol for Freakshow

Briefing

The Freakshow have increased their activity in one of my patrol zones. It seems they're targeting specific business folk for assault. I need you to patrol the area and prevent the Freakshow assaults.

Stop Freakshow from destroying museum items

Briefing

I just got a call from the Paragon City Museum of Art and Antiquities. It seems the Freakshow just stormed into one of their storage warehouses, and they're busting up everything in sight. I need you to get over there and stop them from destroying those items. Can you do it?

The Freaks have been there for a while, so I don't expect you to save everything inside. But if you can't save at least one important item, we'll have to consider this mission a failure.

I don't know what the Freakshow's aim is here. Proceed with caution.

Mission Objective(s)

  • Defeat all Freaks, save any item
  • 3 items in jeopardy

Debriefing

You saved a lot of important items from the Freakshow. You should be proud. As for the Freakshow's aim: well, I guess they didn't have one, apart from rampant destruction. That's how the Freaks entertain themselves. It's too bad it's the rest of society that pays the price.

Stop Tsoo attacks on the Family

Briefing

I hear the Tsoo are planning to attack a couple of key Family front businesses today. I need you to get over to Independence Port and stop the Tsoo attacks on the Family. We can't let innocent people get caught up in this gang war.

Recover Stolen Chameleon Suit

Briefing

The Freakshow are always on the lookout for new technology they can put to use causing mayhem. Their leader, a man called Dreck, recently ordered the Freakshow to steal a holographic disguise suit that was in development over at the university. They got away with one of the two prototypes, but the second one was saved by a quick-thinking student. That's where you come in. I want you to infiltrate the Freakshow and recover the stolen Chameleon Suit.

The Chameleon Suit only has a limited power supply. It should last about 15 minutes.

Temporary Power

Temporary FreakshowDisguise.png Freakshow Disguise Self Stealth
This suit can cause you to look like a member of the Freakshow without actually undergoing the hazardous cybernetic surgery. You can pass completely unnoticed by the Freakshow. However, if you take any aggressive actions, your cover will be blown, and the diguise will no longer be effective. Disables the use of Stealth related powers while worn. This disguise will last one hour of real time.

Clue: Stolen Chameleon Suit

This version of the suit has been modified by the Freakshow to imitate specific members of the Paragon City government.

Debriefing

If the Freakshow had used that disguise to infiltrate City Hall, I can't even imagine the chaos they could have caused. You have the city's gratitude.

Combat Freakshow menace

Briefing

Every faction of the Freakshow follows the word of one man, the leader they call Dreck. Dreck's latest edict is for the Freakshow to take every possible opportunity to defeat the city's heroes and prove that they have the power to rule the city. The city's heroes will just have to take the fight right back to them. I've heard that the Freaks are particularly active in Talos Island and Independence Port, but they'll most likely confront you anywhere you go.

The Freakshow can be tenacious, but I think you've got what it takes to beat them.

Mission Objective(s)

  • Combat Freakshow menace
  • Defeat 20 Freakshow

Debriefing

I understand that Dreck has stepped back from his latest edict to the Freakshow. He hasn't mentioned you by name, but I think he was a little alarmed by the way you stepped up to the challenge.

Sow the Family that extortion isn't welcome

Briefing

I've been hearing a lot of complaints about the Family lately. It seems those thugs think they can bully any business owner in town. I want you to hit the streets and show the Family that extortion isn't welcome in this town.

The family has controlled the businesses in Independence Port for some time. I'd suggest starting your sweep around there.

Mission Objective(s)

  • Combat Family menace
  • Defeat 20 Family

Debriefing

The Family may think they run things in this town, but they are sorely mistaken. Thanks for making that clear.

Stop the Family Protests

Briefing

I guess you've heard that a Family captain, Johnnie Two Shoes, is being tried tomorrow for murder and comspiracy? Well, I can assure you the thugs over in Independence Port are aware of it! They've been protesting by wreaking havoc on city property. Someone's got to get over to Independence Port and stop the Family protests. Can you do it?

Tempers are particularly high in Wave Landing and Crey Cove. I recommend starting in one of those neighborhoods.

Mission Objective(s)

  • Fight Family in Independence Port
  • Defeat 20 Family

Debriefing

The Family hates to see one of their men put in jail. Thanks for keeping them from taking it out on the city.

Stop the Freakshow Protest

Briefing

There are rumors around that the Freakshow is planning something in Talos Island to protest the capture of Upstart, one of their faction leaders. So far, they don't seem to have any plans, but if the number of Freaks reaches a critical mass, they won't need a plan to set the whole zone on fire. It would be a good thing if you could head off the Freaks' violence. I've heard that a lot of them are congregating near New Thebes and Argo Highway, but you can probably find Freakshow all over.

As I mentioned, the Freaks don't seem to have a plan, yet, so there's still time. A few public defeats by heroes such as yourself should cool them down.

Mission Objective(s)

  • Defeat Freakshow in Talos Island
  • Defeat 20 Freakshow

Debriefing

You've reminded the Freakshow that the city's protectors are watching. The people of Paragon City owe you again.

Get Freakshow away from Terra Volta

Briefing

The Terra Volta reactor powers the force fields that keep the civilized parts of the city safe, so it's become quite a target for extermist groups like the Freakshow. I need you to get over to Terra Volta and make it clear that the Freaks don't belong anywhere near that reactor. Reactor technicians have reported seeing Freakshow near the Challenger Technology Complex and the Raysun Petroleum facility. Maybe you should start in one of those areas.

Terra Volta's pretty scary these days. I'd recommend taking some allies with you.

Mission Objective(s)

  • Combat Freakshow in Terra Volta
  • Defeat 20 Freakshow
