One of the "Top Dogs" in the Powers Division that you are sent to fight in Reese's story arc.

Also during the Transmuter story arc, he is part of a squad of Powers Division members you command (he follows and fights with you) during the arc.

There is also a Stern in Imperial City, a normal human NPC, an Auction Hose auctioneer.
