Overview
Shady Dealer is located in Port Oakes in a short alley between two buildings, behind a wall, between the Fort Hades and Marconeville neighborhoods. He is a Black Market contact. A true Black Market truck was added in Issue 13.
Update: He is still in-game and currently still an active Black Market contact (although he his not displayed on the map).
