This costume is not available during Halloween Events.

Game codes for this costume power were given out at the Freedom Player Summit on November 19, 2011. One code permanently unlocks this power on all characters (Heroes and Villains, current and future) for one account
Paragon Market
This power was planned to be released for sale on the Paragon Market, but was not before the game's sunset.
